Mitt Romney used to be in favor of higher efficiencies etc for automobiles. While he once stood for everything President Obama does now he is ridiculing him for standing for these things.
It isn't any wonder that he would have 'flip flopped' on this issue. I mean all but one of the GOP contenders are in denial about global warming etal. If you are in denial that global warming is really happening and you want to stuff your coffers with industry money from the oil companies and you want to march in lock step with the rest of the deniers of global warming then I suppose you have nothing to do besides 'flip flop' and appeal to your pathetic base.
