Is President Obama biting off more than he can chew

President Obama may be biting off more than he can chew this time. As it would require the congress voting on such measure, and unfortunately I believe you will never get enough conservatives to support the idea. While we must end our dependence on fossil fuels I see no way to ever get such a measure passed with our current congress.
